This thesis examines China’s Official Development Assistance (ODA) provided to ASEAN countries, with a specific focus on implications for Vietnam. In recent years, China has intensified its engagement in Southeast Asia through economic and gift diplomacy, aiming to increase regional dependence and garner political support. Vietnam, a recipient of significant Chinese ODA, faces challenges related to the progress, quality, and efficiency of these capital resources, alongside concerns about dependency and territorial sovereignty. The study aims to clarify the current situation of China’s ODA in ASEAN, assess its characteristics, objectives, and impact, and provide insights for Vietnam in navigating its relationship with Chinese ODA. The research employs a qualitative approach, utilizing secondary data and applying theories from system theory, economics, political economics, and international relations. The thesis also evaluates China’s ODA based on established criteria such as scale, target alignment, and transparency, highlighting areas where China’s ODA differs from traditional donors, often resembling investment or commercial loans rather than pure grants.
