Nghiên cứu này tập trung vào việc phân tích quá trình lãnh đạo của Tỉnh ủy Nghệ An trong việc triển khai các chính sách xã hội tại các huyện miền núi, giai đoạn 2001-2010. Tài liệu làm rõ những thành tựu, hạn chế và rút ra những kinh nghiệm ban đầu trong công tác lãnh đạo thực hiện chính sách xã hội tại khu vực này. Nghiên cứu xem xét các yếu tố tự nhiên, kinh tế – xã hội đặc thù của các huyện miền núi Nghệ An, cũng như các chủ trương, chính sách của Đảng và Nhà nước liên quan đến phát triển kinh tế – xã hội, xóa đói giảm nghèo, tạo việc làm, nâng cao chất lượng giáo dục, đào tạo và chăm sóc sức khỏe cho người dân vùng cao. Tài liệu cũng đánh giá các văn bản chỉ đạo, điều hành của Tỉnh ủy Nghệ An và Ủy ban nhân dân tỉnh trong giai đoạn này, nhấn mạnh vào việc giải quyết các vấn đề xã hội, thu hẹp khoảng cách giàu nghèo, và thúc đẩy phát triển bền vững.
